I've found a couple of different ways to do this but I'll describe what I've found easiest to reproduce. It's actually simple to explain. Two ramps run the wheel into a partial circle of bumpers. A secondary ramp acts as an escape valve feeding the wheel back onto the first two ramps. To reach the target your circle needs to be designed so it allows a unique sequence of 10 bumpers to be created some of the time (watch the numbers for a ten). The closer you can get the arrangement to a true the circle the more likely this is to happen. The thing to watch is that the bumpers are close enough together so the wheel doesn't get stuck or it doesn't fly out through the bumpers.
